The FTC is required to review the maximum credit report charge each year under the Fair Credit Reporting Act, and revise it based on the Consumer Price Index.&lt;br /&gt;&lt;br /&gt;The federal commission reminds consumers that this charge does not apply to the first free copy of their credit report that consumers are entitled to request from each of the nationwide consumer reporting companies, i.e. Equifax, Experian and TransUnion, once every 12 months through www.annualcreditreport.com. They were engaged in unlawful self-dealing, while misusing client assets, and didn't  disclose conflicts of interest.&lt;br /&gt;&lt;br /&gt;Both advisory agencies settled the charges and agreed to sanctions that includes bar from trading and a considerable amount in penalties, plus to refund the money taken from the fund.&lt;br /&gt;SEC concludes that advisers should disclose conflicts of interest and should do everything what can benefit their clients' interest, as their assets are entrusted to manage by the agencies.&lt;br /&gt;But it appeared that clients' funds were not in good hands. Act established federal registration requirements for an individual who acts as a residential mortgage loan originator (MLO) and is employed by an institution that is regulated by the Board of Governors of the Federal Reserve System, Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, Office of Thrift Supervision, National Credit Union Administration, or the Farm Credit Administration (collectively, agency-regulated institutions). In July 2010, these agencies issued jointly developed final rules that require these MLOs to register with the Nationwide Mortgage and Licensing System and Registry as required by the S.A.F.E. Act. The Board's rule applies to state member banks and certain bank subsidiaries and entities owned or controlled by foreign banks that are regulated by the Board, as well as their employees who act as MLOs.&lt;br /&gt;&lt;br /&gt;The Registry will assign registered MLOs a unique identifier which consumers may use to access information about a MLO on the Registry's public website. Because the Registry's systems are in the process of being modified to accept federal registrants, the agencies will publicly announce at another time the date on which the Registry will commence accepting federal MLO registrations. Beginning on this date, the agencies' rules provide a 180-day initial registration period during which an MLO may continue to originate mortgage loans even if not registered. During the initial 180-day registration period, agency-regulated institutions and their MLOs must complete their registrations directly through the Registry, using its web-based system.&lt;br /&gt;&lt;br /&gt;The Registry cannot at this time accept registrations of MLOs employed by agency-regulated institutions. MLOs should direct inquiries about registration to their employing institutions who must have procedures instructing MLO employees how to register. This enhancement of Federal Housing Administration (FHA) refinance program  will offer certain 'underwater' non-FHA borrowers who are current on their existing  mortgage and whose lien holders agree to write off at least ten percent of the  unpaid principal balance of the first mortgage, the opportunity to qualify for a new  FHA-insured mortgage.&lt;br /&gt;&lt;br /&gt;The FHA Short Refinance option is targeted to help people who owe more on their  mortgage than their home is worth – also known as being 'underwater' - because  their local markets saw large declines in home values. As announced earlier this  year, this change as well as other programs that have been put in place will help  the Obama Administration meet its goal of stabilizing housing markets by offering a  second chance to up to 3 to 4 million struggling homeowners through the end of  2012.&lt;br /&gt;&lt;br /&gt;Here's more on fixed mortgage rates and initiated Good Faith Estimate by the U.S.  Department of Housing and Urban Development, at &lt;br /&gt;&lt;a href="http://www.mortgage-ways.com/fha-fixed-mortgages-gfe.shtml"&gt;&lt;br /&gt;GFE &amp; HUD FHA streamline fixed mortgages&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Participation in FHA's short refinance program is voluntary and requires the  consent of all lien holders. To be eligible for a new loan, the homeowner must owe  more on their mortgage than their home is worth and be current on their existing  mortgage. The homeowner must qualify for the new loan under standard FHA  underwriting requirements. The property must be the homeowner's primary  residence and the borrower's existing first lien holder must agree to write off at  least 10% of their unpaid principal balance. In addition, the existing loan to be  refinanced must not be an FHA-insured loan, and the refinanced FHA-insured first  mortgage must have a loan-to-value ratio of no more than 97.75 percent and a  combined loan-to-value ratio no greater than 115 percent.&lt;br /&gt;&lt;br /&gt;To facilitate the refinancing of new FHA-insured loans under this program, the U.S.  Department of Treasury will provide incentives to existing second lien holders who  agree to full or partial extinguishment of the liens. To be eligible, servicers must  execute a Servicer Participation Agreement (SPA) with Fannie Mae, in its capacity  as financial agent for the United States, on or before Oct. 3 '10.
